Identifying Land for Future Growth
Southampton City Council is inviting submissions of land that may be suitable for future development. This forms a key part of the evidence-gathering process for the emerging Local Plan, which will replace the current planning framework and set out a long-term vision for the city.
The Council is seeking suggestions for sites that could accommodate a range of uses, including:
- Housing – market, affordable, and specialist accommodation
- Employment – offices, industrial, warehousing, retail, and leisure
- Renewable energy – solar, wind, hydro, and community-led initiatives
- Public open space – including sports pitches
- Habitat mitigation and nature recovery – supporting biodiversity and green infrastructure
Importantly, you do not need to own the land to submit a site. Anyone can respond by identifying locations they believe could be used more efficiently or innovatively in the future.
Why Submit a Site?
This is an opportunity to promote new development sites or revisit existing ones. Each submission will be assessed for its suitability, availability, and achievability, helping the Council understand land availability and plan for the city’s future needs.
Sites considered suitable may be allocated in the new Local Plan, safeguarding them for specific uses and supporting delivery of Southampton’s long-term growth strategy.
How to Submit and How We Can Help
Submissions must be made via the Council’s interactive map portal. Preparing a site submission can be complex, especially when considering planning constraints, policy alignment, and demonstrating deliverability. If you're considering putting forward a site, professional advice can help ensure your submission is clear, comprehensive, and aligned with the Council’s assessment criteria.
Lambert Smith Hampton’s Planning Consultancy team can help your Site stand the best chance of being viewed positively for when the Council review and assess the submission.
We are highly experienced at Site Promotion work and have helped landowners across the country realise the potential of their land. With an office based in Southampton, we are ideally placed to assist.
The consultation is open until Sunday 30 November 2025.
