THE CHALLENGE

• A London local authority required a valuation partner to deliver a comprehensive rolling five-year valuation programme across one of the largest and most complex local authority portfolios in the UK.
• The total portfolio is valued at several billion pounds and comprises approximately 1,000 assets spanning three distinct categories — investment, operational and residential assets — across a wide range of valuation bases.
• Assets range from prime central London investment properties, through to schools, libraries and community use assets, each requiring a different valuation methodology and level of analysis. The programme requires approximately 200 assets to be valued per annual cycle, with outputs forming part of a coherent whole-portfolio picture across a multi-year rolling programme.

THE SOLUTION

• Following competitive tender, LSH was appointed to deliver the rolling programme, deploying a 4-strong team of RICS registered valuers under the coordination of Jaspreet Ko. A structured programme management approach was adopted to ensure consistency of methodology and comparability across successive annual cycles, with central London oversight coordinating local valuer input across the borough.

THE RESULTS

• LSH has successfully delivered several annual cycles to date, valuing assets against fixed financial reporting deadlines and providing the local authority with a consistent, auditable valuation dataset across all asset classes and valuation bases
